There was no food industry in old Russia. In view of the general backwardness of the country, the small number cf large towns and proletarian centres, the beggarly condition of life of the workers, the low standard of living of the urban lower middle classes, and the self-sufficing system of economy that largely prevailed in the rural districts, there was no need for large food enterprises; the small-scale and domestic production of food articles sufficed, while the rich could get along in their own way without a food industry.

During the period of the two Stalin Five-Year Plans a huge food industry was created in our country where nothing of the kind existed before. During this period the People s Commissariat of the Food Industry built over a thousand large plants.
The raw materials needed by these plants are now available in abundance. They are supplied by the hundreds of thousands of collective farms and state farms of our country. The collective livestock and dairy farms of Siberia, the collective fisheries of the Far East, the collective and state tea plantations of Georgia, the market gardens of the Volga and the sugar-beet plantations of the Ukraine produce a great quantity of high-grade raw materials for the food factories of the Soviet Union.
The gross output of the factories of the People s Commissariat of the Food Industry of the U.S.S. R. amounted in 1937 to 12,500,000,000 rubles (reckoned at 1926-27 prices), which was over 1,500,000,000 rubles more than the total output of all the large-scale industry of Russia in 1913.
